Office of Director General

The Director General oversees RMF’s daily operations.

Director General is the Chief Budget Manager of RMF and is in charge of daily management of the institution. He/she submits the annual financial report to the supervising authorities in accordance with laws governing the management of State finance and property. He/she is responsible of receiving stakeholders’ invoices, approve them for payment and sign contracts on behalf of Road Maintenance Fund.Stakeholders like RTDA, City of Kigali, District and contractors may have queries with their invoices. In such cases, the Director General, through his/her relevant staff, is the person to solve such queries. Responses are provided in accordance with RMF Law and the approved budget by MINECOFIN. Stakeholders or any persons will receive a response within one week. 

More specifically, the Director General has to:

  1. Manage all RMF activities on daily basis;

  2. Manage revenues received from sources provided for by the law governing RMF;

  3. Collaborating with Road Agencies/Implementing in preparation of road maintenance programs which are RMF funded;

  4. Ensure that the strategic plan and annual action plan are prepared, approved and effectively implemented;

  5. Ensure effective financial and human resource management of RMF;

  6. Develop a risk management framework for RMF;

  7. Approve the annual procurement plan of RMF and monitoring its timely implementation;

  8.  Ensure that RMF Imihigo are prepared, approved and timely implemented; 

  9. Ensure the execution of the allocated budget;

  10. Prepare weekly, monthly, quarterly and annual financial reports and submitting them to Supervising authorities; 

  11. Ensure the implementation of RMF Board of Directors meeting resolutions;

  12. Ensure the implementation of audit recommendations (internal and external audit recommendations);

  13. Monitor the performance of RMF staff and advise accordingly for performance improvement.
  14. Approve program execution reports as well as quarterly and annual financial reports;
  15. Perform any other duty assigned by the Board of Directors and the Supervising Ministry.
