Patrick Emile BAGANIZI
Director General
Patrick Emile BAGANIZI, the Director General of the Road Maintenance Fund (RMF) since May 2024, is a highly qualified and experienced professional in the fields of transportation, regulation, and technical consultancy.
He previously served as the Ag. Director General of Rwanda Utilities Regulatory Authority (RURA), where he was responsible for regulating all utilities, including telecommunications, transport, energy, water, and sanitation services.
Before to this, BAGANIZI was the Deputy Director General of Rwanda Transport Development Agency (RTDA) from July 2019 to October 2022. He brought to this position a wealth of experience gained from his over 11-year tenure as a consultant in the Road Maintenance Fund Administration (RMFA), where he provided technical support for financing the maintenance of the core road network in Rwanda.
Aubin ISHIMWE
Director of the Technical Support Unit
Aubin ISHIMWE is currently the Director of the Technical Support Unit at the Road Maintenance Fund (RMF), a role he has held since May 2022.
Prior to this, he served as Senior Structural Engineer at NPD Ltd and as Project Engineer at BETEX Ltd. He holds a Bachelor’s degree in Civil Engineering from Belgorod State Technological University in Russia (2017) and a Certified Project Manager by Project Management Institute.
Aubin is deeply committed to giving back to the community and believes that infrastructure plays a vital role in achieving this—by connecting people safely and efficiently, it creates new opportunities and drives social and economic growth.
MUSHIMIYIMANA Olive
Acting Director of Finance and Administration
MUSHIMIYIMANA Olive is currently the Acting Director of Finance and Administration at Road Maintenance Fund (RMF), where she has worked since 2014, initially as an Accountant.
She previously served at the Local Development Agency (LODA) as a Financial Services Officer for the Vision 2020 Umurenge Program (VUP). From 2009 to 2010, she was Program Manager for VUP in both Nyaruguru and Nyarugenge Districts.
Olive holds a Bachelor's degree and brings over 15 years of experience in public financial management and development programs.
