Technical Support Unit

RMF Technical Support Unit (DTSU) is responsible of the technical constituents of the Road Maintenance Fund, ensures effective verifications of the works to be funded by the Fund, ensures that works to be funded are physically available on the site.

The Director of Technical Support Unit (DTSU) is responsible of the technical constituents of the Road Maintenance Fund, ensures effective verifications of the works to be funded by the Fund, ensures that works to be funded are physically available on the site. With the assistance of two Monitoring & Evaluation Senior Engineers and the Planning and Programming Specialist, the team verifies the contracts before they are sent to the Director General’s Office for signature and the invoices before they are sent to the Finance Unit for payment. The verification process is done in three days maximum unless there are tangible reasons for extension, and any incomplete or incorrect file is returned back to the stakeholders for correction. He/she carries out road maintenance works inspection and monitoring and participate in the compilation of progress reports of projects funded by RMF. They analyze and follow up the contractors’ contracts and service orders.

 

In specific, DTSU has to:

 

  1. Prepare roads maintenance program in collaboration with implementing agencies,
  2. Assign clear roles and responsibilities to staff, providing effective supervision, and managing performance to ensure efficient operations of the unit;
  3. Ensure that progress of road maintenance projects is in accordance with their contractual obligations;
  4. Review of monitoring and evaluation manuals /procedures for road maintenance projects funded by RMF;
  5. Safely keep all contracts for regular monitoring and evaluation of road maintenance projects
  6. Ensure that required planning and monitoring tools for road maintenance projects are regularly updated and maintained with accurate data;
  7. Ensure that the Contract Management System database on new and on-going road maintenance projects is regularly updated;
  8. Coordinate regular site visits to road maintenance projects to collect infield activities information relevant for progress monitoring and reporting and advising the management on improvement to be done;
  9. Compile information for road maintenance projects performance indicators;
  10. Report weekly, monthly, quarterly, and annual   progress of all projects activities to the Director General;
  11. Advise the Management on development of Projects to be initiated aiming at funds mobilization;
  12. Ensure that roads and bridges maintenance manuals are in place and regularly updated.
  13. Provide technical assistance to the Director General of Road Maintenance Fund as may be required;
  14. Carry out regular evaluation of the staff of the Technical Support Unit;
  15. Any other duty assigned by the Director General.
